OCEAN COUNTY JUSTICE COMPLEX

    Fentress Inc. is served as the court planner on the Clarke Caton Hintz (CCH) design team for a court complex annex and consolidation project. Ocean County and New Jersey State court functions currently occupy portions of the Ocean County Justice Complex in Toms River, NJ, as well as eight additional satellite buildings also in Toms River, NJ. The County plans on constructing a new multi-story annex to the Justice Complex to consolidate these occupants and their associated functions.

    As the court planner, Fentress led the team’s workload analysis efforts by analyzing workload and personnel data provided in two prior studies. Fentress collected recent data on caseload, personnel, demographics, and law enforcement trends, and conducted statistical trend analysis to validate and evaluate forecasts included in the prior studies. Fentress developed new forecasts as needed for caseload, judges, and court and related-component personnel and validated the projections via stakeholder workshops. The end result was an updated set of caseload and staffing forecasts for all court tenants included in the project.

    Fentress met with representatives from each component to discuss potential solutions to their space deficiencies and to begin developing a detailed Program of Requirements (POR) to meet the court’s projected 30-year space needs. The information was circulated to the Ocean County Court Planning Team for review and feedback, and a revised POR that incorporated the comments was produced.
